Structural Resistance Verification of Engineering Structures (Bridges)

Bridge Structural Resistance Verification Tool This expert tool is intended either for road authorities in order to validate, or not, a request for the passage of an exceptional transport, or for transport operators in order to carry out a study at the request of a road authority. (The characteristics of the bridge must be obtained from the road authority)
While this tool is particularly well suited to French structures (taking into account the various construction regulations from 1927 to 1971 for bridge calculations), it can also be used for any simple structure in Europe, provided that their admissible resistant capacities are known (bending moment, shear force). Once the span has been entered, it will then be possible to use the calculation of the forces generated by the passage and to compare them.
Eurocode structures cannot be calculated with this tool (a dedicated calculator will be developed on this site); however, for Eurocode bridges, capacity reserves are generally very significant, and the calculation is often less critical than for a bridge built in 1940.


Principle of the Crossing Assessment

The tool makes it possible to verify whether a specific exceptional convoy can cross an engineering structure (bridge) by comparing the forces it generates with the resistance capacities defined by historical French regulations.

France - Exceptional Transport Map

Road networks dedicated to exceptional transport in France

French regulations on exceptional transport (Decree of 4 May 2006, as amended) provide for road networks with national or departmental scope allowing, under certain conditions, the simplification or optimization of the granting of circulation authorizations for oversized or overweight convoys Article 9 bis of this decree defines the different national networks, their tonnage limits, and the conditions of access. 1. National networks prioritized for exceptional transport
“1TE” network – First-category map
• Exclusively intended for first-category exceptional transport.
• A first-category transport generally corresponds to light convoys (lower length, width, and weight) that do not require a heavy administrative procedure.
• Being authorized on this network means that the convoy holds a permanent individual authorization allowing it to circulate on the defined map without requesting a specific route for each journey.

Usual characteristics (indicative data according to practical guides):
• Approximate maximum length: 20 m
• Maximum width: 3 m
• Maximum authorized gross combination weight (GCW): up to 48 t on certain sections. Advantages:

Regulations in France Overview

Definitions and trigger criteria:
A transport is considered "exceptional" as soon as one of the standard criteria for size or weight is exceeded.
• Length: > 16.50 m — or even > 20 m depending on the category.
• Width: > 2.55 m
• Weight / GVW / GCW is significant, or the combination exceeds 44 tons (or depending on configuration).
• It may involve indivisible goods, special equipment, oversized materials, etc.
Depending on the characteristics, the transport can be classified into 1st, 2nd, or 3rd category of exceptional convoy.


Procedure based on the category:
• 1st category ("slightly out of standards")
• If the convoy slightly exceeds the standard limits but remains moderate, a simple prior declaration is sufficient.
• This declaration can be made online via the official "Mon transport exceptionnel" service.
• If online access is unavailable, the paper form (CERFA) can be filled out and sent by mail.
• Once the declaration is validated, the carrier receives an acknowledgment of authorization (often called APL — Local Scope Authorization). This acknowledgment allows circulation for a maximum duration of 3 years.
• 2nd or 3rd category (truly out-of-standard convoy)
• In these cases, an individual authorization is required.
• The request must be made via "Mon transport exceptionnel", or by paper form (CERFA n° 15625*03).
• The authorization must be sent to the prefecture of the departure department (or the entry department in France if the convoy comes from abroad).

Regulations in the Czech Republic

General Principles (Law and Thresholds)
• In the Czech Republic, transport of a “non-standard / heavy or oversized load” requires a special authorization (special road-use permit / “permit for abnormal/oversize transport”).
• Commonly accepted thresholds without a permit (“standard” dimensions) are — for a single vehicle: length up to ~12 m, width 2.55 m, height 4.00 m; for a tractor + semi-trailer combination: length ~15.5–16.5 m, width 2.55 m, height 4.00 m.
• If the vehicle/combination exceeds these dimensions — or if the load is indivisible / out-of-gauge — an application for an “oversize / heavy transport” permit must be submitted.
• The application must include several elements: description of the vehicle(s); convoy diagram (top and side views); planned route; duration / expected period; for legal entities: extract from the commercial register or business license.
• Depending on the route (national road, highway, local road), the competent authority varies.


Competent Authorities by Road Type
• For national highways or sections of national roads — the permit is issued by the Czech Ministry of Transport (in Czech: “Ministerstvo dopravy”).
• For roads located within a single region (kraj) — the competent authority is the “Regional Authority”.

Permit categories & competent authorities

Polish regulations distinguish up to seven categories of permits, depending on the extent of the exceedance (dimensions, mass, axles) and on the nature of the vehicle/convoy:

I – Slow-moving, agricultural or special vehicles, width ≤ 3.5 m, other dimensions & weights within standard limits — local use / local roads.
Competent authority: Local governor (starosta) or the administration responsible for the specific road.

II – Moderate length, width ≤ 3.2 m; slight exceedance of standard length — transport on public roads (excluding motorways/expressways).
Competent authority: Local governor (starosta), or competent service for customs-related entry.

III – Width up to approx. 3.4 m, height ≤ 4.3 m, length ≤ 15 m (single vehicle) or 23 m (combination) — for national roads.

IV – Permit for “moderately oversize” convoys (weight, dimensions) on the national network — width ≤ 3.4 m, height ≤ 4.3 m, axle loads within limits.
